js-draw Chinese translation #13

In order to complete the localization of the Plugin, the js-draw editor itself should be localized.
Even though we could use a custom localization with a self-made translation in the Plugin, I believe it'd be better to add it to the built-in translations of js-draw, so that other projects can benefit from it as well.

This issue exists to track the progress of:

Writing the new translation
Having at least one Chinese-speaking person check it for errors
The status of the PR against js-draw
The push of the translation into a stable tag in the js-draw repository
Us updating the dependency to include the translation

The translation has been done, submitted to js-draw and pushed in this commit.

I am now waiting for it to be published in a stable tag.
